Der Begriff der Souveränität scheint heute viel von seiner Plausibilität für das Denken von staatlicher und überstaatlicher Gemeinschaft eingebüßt zu haben. Ulrich Haltern zeigt jedoch anhand einer genealogischen Untersuchung, dass Souveränität nach wie vor unsere Vorstellungen des Rechts und des Politischen intensiv prägt; sie ist eine Schnittstelle von Recht und Gewalt. Dadurch wird Souveränität zum Schlüsselbegriff in der Beschreibung der Welt des Rechts, der Politik und unserer selbst.Der Autor geht zunächst der "völkerrechtlichen Erzählung vom Fortschritt" nach. Er untersucht die Entwicklung der katholischen und protestantischen Souveränität und geht dabei auf Fragen nach dem christlichen Erbe, dem Willen des Volkssouveräns, der Souveränität als metaphysisches Versprechen des Politischen und der Menschenwürde ein. Detailliert untersucht er darauf die Souveränität im (deutschen) Völkerrecht und die Souveränität im Europarecht.
